Government of Azerbaijan Scholarship Requirements
To be eligible for this masters scholarship, applicants must:
- Be citizens of the OIC and the NAM member countries.
- Meet age restrictions: under 25 for undergraduate programs, under 30 for graduate programs, and under 40 for doctoral programs.
2024 Government of Azerbaijan Scholarship Benefits
This fully funded scholarship covers:
- Tuition fees
- One international flight per year (economy class)
- A monthly allowance of AZN1,000 for meals, accommodation, and utilities

Required Documents for 2024 Government of Azerbaijan Scholarship
Applicants must prepare the following documents:
- Completed application form
- Diplomas or Transcripts from prior studies
- Copy of Passport
- Health status document (including tests for HIV/AIDS, Hepatitis B and C)
- CV or Resume
- Motivation Letter
Proficiency in the language of study
Applicants willing to study in English are required to have following scores:-
- for Undergraduate programs minimum IELTS 5 (TOEFL 40)
- for Postgraduate programs minimum IELTS 5.5 (TOEFL 50)
- the language of study of the previous education must be English.-
- Applicants willing to study in Russian -proof of language proficiency or the language of study of the previous education must be Russian
- Applicants willing to study in Turkish – proof of language proficiency or the language of study of the previous education must be in Turkish
- Applicants willing to study in Azerbaijani– proof of the English, Russian or Turkish language or the language of study of the previous education must be English, Russian or Turkish.
How To Apply for 2024 Government of Azerbaijan Scholarship (Step-by-Step)
- For official nomination by the respective state entities/government authorities (Ministries, 20 , 2024 at Embassies, etc.) the applicants must submit the required documents to the relevant authorities for the first stage of the application process. The last date of the submission is May 6 PM Baku time.
- If the candidates are officially nominated by the respective government authorities they will proceed to the second stage of the application process and apply through Study in Azerbaijan Centralized Admission Service (SIACAS) website (portal.edu.az)
- After logging in SIACAS website applicants must choose the relevant Admission channel (“Heydar Aliyev- International Education Grant” program) to apply. Candidates can choose 2 (two) specialties at different higher educational institutions of the Republic of Azerbaijan in the appropriate channel.
- Applicants may track status of their applications and get notifications for the next stages from the SIACAS. At the same time, notifications will appear in applicant’s personal account.
- Only the applications that were nominated by their respective countries in the first stage will go through the evaluation process for the Scholarship program.
Selection Process
The selection process involves:
- Review of relevant documents
- Interviews (online/Skype)
Final results will be communicated to candidates by July 2024.
