About this scholarship

The DAAD Helmut Schmidt Programme (formerly Public Policy and Good Governance) supports future leaders from developing and emerging countries who wish to pursue a Master’s degree in the fields of public policy, governance, and related areas at German universities. Named after the former German Chancellor, this program aims to build professional and academic networks to promote good governance globally. Approximately 50 scholarships are awarded per year across several participating universities.

Eligibility

Citizens of developing and newly industrialized countries (see DAAD eligible countries list). Must hold a Bachelor's degree with above-average grades. At least two years of relevant professional experience after the first degree. Demonstrated commitment to social or political engagement in your home country. Must not have been resident in Germany for more than 15 months at time of application.

Required Documents

  • DAAD online application form
  • CV / Resume with details of professional experience
  • Letter of motivation (explaining career plan and development goals)
  • Academic transcripts and degree certificates
  • Two academic/professional recommendation letters
  • Language proficiency certificate (English, German if applicable)
  • Proof of professional experience

How to Apply

  • Be a graduate from an eligible developing or emerging country with a first degree in a relevant field (political science, law, economics, public policy, administration) and some relevant practical experience
  • Apply directly to your chosen master's course at a participating German university, not to DAAD
  • You may apply to up to two of the listed courses with a single application and motivation letter
