Malaysia MTCP Scholarship (Malaysian Technical Cooperation Programme)

The Malaysia MTCP Scholarship, run by the Ministry of Foreign Affairs under the Malaysian Technical Cooperation Programme, fully funds master’s degrees at Malaysian public universities for citizens of developing countries, including Pakistan, Bangladesh, Sri Lanka, Nepal and much of Africa and Southeast Asia. It pays full tuition directly to the university, a monthly living allowance and a return flight.

Applicants must be under 45 with a strong bachelor’s degree (CGPA around 3.5 of 4) and, crucially, an admission offer from a listed Malaysian university before applying. Priority fields include ICT, STEM, trade, food security, Islamic finance and public administration. The annual window typically runs to mid-June; plan for a June 12, 2027 style deadline for the next round.

• Citizens of MTCP recipient countries across Asia (including Pakistan, Bangladesh, Sri Lanka, Afghanistan and Nepal), Africa, the Middle East, Latin America, the Caribbean and the Pacific.
• Under 45 years of age at the time of application.
• Bachelor's degree with at least Second Class Upper honours or a CGPA of 3.5 out of 4 (or equivalent).
• Holding a valid admission offer from at least one listed Malaysian university (mainly public universities) for a full-time master's, and not having completed more than one semester if already registered.
• Proof of English proficiency (IELTS, TOEFL, PTE, MUET or an official letter confirming English-medium instruction in your last degree).
• Priority fields include ICT, economy and trade, STEM, food security and agritech, Islamic finance, law, public administration and sustainability; nursing, medicine and clinical pharmacy are excluded.
• Excellent certified health, with the medical check-up at your own cost.

• Full tuition fees for the master's, paid directly to the host university for 24 to 36 months.
• Monthly living allowance deposited to your Malaysian bank account throughout the approved study period.
• One return economy flight from your nearest international airport to Malaysia and back after completion.
• Choice of coursework, mixed-mode or research master's at more than 20 Malaysian universities, including UM, UKM, USM, UPM, UTM and IIUM.
• Membership of a South-South cooperation alumni network running since 1980.
• Note: visa fees, the pre-departure medical examination and health insurance are the scholar's own responsibility.

• Online application through the official MTCP portal (mtcp.kln.gov.my/scholarship).
• Valid full admission offer letter from a listed Malaysian university for the target intake.
• Two recommendation letters using the MTCP template.
• Statement of intent describing your study plan and its value to your home country.
• Certified academic transcripts and degree certificates, with an official explanation of your grading system.
• English proficiency certificate or official English-medium letter, CV, passport copy (12+ months validity) and the MTCP-template medical report.

• Secure admission first: apply to eligible master's programmes at Malaysian public universities early enough to hold an offer letter before the MTCP window.
• Register on the MTCP online portal when the annual call opens (recent windows ran to mid-June for the September/October intake) and complete the form.
• Upload every required document as PDF scans; incomplete or late applications are disqualified automatically.
• Selection weighs academic merit, the development relevance of your field and the strength of your statement of intent.
• Shortlisted candidates may be contacted for verification before final results are released ahead of the intake.
• If selected, arrange your visa, medical examination and insurance yourself, then travel for registration in September or October.
