- Be a national and resident of one of the roughly 29 eligible countries in Africa, Asia, and Latin America, within the age limit (no older than 35 for a bachelor's or initial master's, 45 for an advanced master's, as of 1 January of the intake year), not having previously held a Belgian-government scholarship
- Preference goes to those working in (or aiming for) higher education, government, or civil society; choose one eligible ICP Connect programme (taught in English at a Flemish university or university college) and apply directly through that programme's host-university admission portal, indicating that you are also applying for the VLIR-UOS scholarship, with transcripts, CV, motivation letter, and passport, by that programme's deadline (deadlines vary, often around February)
- You may apply for only one ICP Connect scholarship per year. The scholarship is full: tuition, travel, insurance, and a living allowance
