IELTS costs approximately $245 per attempt, and many students need to take it two or three times to achieve the required score. For students in developing countries where the average monthly salary might be $200-$500, IELTS can be a significant financial barrier to accessing international education.

The good news is that a growing number of prestigious scholarships and universities are accepting alternatives to IELTS. Some accept the Duolingo English Test ($65 and taken from home), the PTE Academic, institutional English tests, or Medium of Instruction certificates from English-medium universities. Government Scholarships Without Strict IELTS Requirements

Türkiye Bursları (Turkey Scholarships): One of the most accessible fully funded scholarships globally. No IELTS or TOEFL required at all. The program includes one year of Turkish language training before your academic program begins. Covers full tuition, accommodation, monthly stipend, health insurance, and airfare. Over 5,000 scholarships available per year for Bachelor's, Master's, and PhD programs.

Chinese Government Scholarship (CSC): Most CSC programs do not require IELTS. For English-taught programs, universities may accept a Medium of Instruction letter from your previous university, institutional English tests, or simply assess your English ability during the interview. For Chinese-taught programs, you will receive language training. CSC covers tuition, accommodation, monthly stipend (CNY 3,000-3,500), and insurance.

Stipendium Hungaricum (Hungary): Does not require IELTS for most programs. Applicants may need to pass an English language entrance exam organized by the host university. The scholarship covers full tuition, accommodation, health insurance, and a monthly stipend. Available for Bachelor's, Master's, and PhD programs at Hungarian universities.

MEXT Scholarship (Japan): The Japanese government scholarship does not require IELTS or TOEFL. Instead, the Embassy of Japan conducts its own language assessment as part of the selection process. If your program is in Japanese, you will receive 6-12 months of language training. MEXT covers tuition, monthly stipend of ¥143,000-¥145,000, and airfare.

Korean Government Scholarship (KGSP/GKS): Does not require IELTS. Applicants can provide TOPIK (Korean) or TOEFL/IELTS scores for bonus points, but they are not mandatory. Scholarships That Accept Duolingo English Test

The Duolingo English Test costs just $65 (compared to $245 for IELTS) and can be taken from home in just one hour. Acceptance has grown dramatically — over 5,000 institutions now accept DET. Here are scholarships where Duolingo is accepted:

Fulbright Program: Many Fulbright commissions now accept DET alongside IELTS and TOEFL. Check your country's Fulbright commission for specific requirements.

University-specific scholarships at US universities: Most US universities now accept DET, meaning scholarships at Yale, Columbia, MIT, Stanford, and hundreds of other schools can be accessed with Duolingo scores. A DET score of 120-130 is generally equivalent to IELTS 6.5-7.0.

Erasmus Mundus Joint Master Degrees: Several Erasmus Mundus programs now accept DET. Check individual program requirements on the Erasmus Mundus catalogue.

Scholarships That Accept Medium of Instruction Certificates

If you studied your Bachelor's degree entirely in English, many scholarships and universities will accept a Medium of Instruction (MOI) letter from your previous university instead of a language test. This is a free document that your university can issue. Scholarships that commonly accept MOI certificates include the Commonwealth Scholarship, DAAD Scholarships (for certain programs), and many university-specific awards in Europe and Asia.

How to Strengthen Your Application Without IELTS

If a scholarship does not require IELTS, it does not mean English proficiency does not matter. Scholarship committees will assess your English through your application materials — your personal statement, research proposal, and interview performance. Here is how to demonstrate strong English without a formal test score.

Write impeccable application essays. Have a native English speaker review them. Record yourself answering common interview questions and practice until your spoken English is fluent and confident. If possible, take the Duolingo English Test ($65) as an optional supporting document — even when not required, a strong DET score strengthens your application.

Many students underestimate how much English proficiency matters even when no test is required. A well-written application with clear, grammatically correct English will always outperform a poorly written one, regardless of test score requirements.

Important Caveats

Even though these scholarships may not require IELTS, the host university might have its own language requirements for admission. Always check both the scholarship requirements AND the university admission requirements separately. Some scholarships that do not require IELTS at the application stage may require it before enrollment. And remember that not needing IELTS does not make these scholarships less competitive — they still receive thousands of applications and select the strongest candidates.
