About this scholarship
The Ehsaas Undergraduate Scholarship is a major need-based programme run by Pakistan’s Higher Education Commission (HEC) to help students from low-income families access university education. One of the largest needs-based schemes in the country’s history, it covers full tuition and a living stipend at participating public-sector universities across Pakistan.
The award covers full tuition fees at participating Pakistani public universities together with a monthly stipend for living and educational expenses, for the duration of a four-year undergraduate degree, renewable each year on maintaining satisfactory academic performance. It is targeted at students from underprivileged backgrounds, with priority given to the most disadvantaged.
Eligibility is for Pakistani citizens newly admitted on merit to an HEC-recognised public-sector university, from families with an income below roughly 45,000 rupees a month, who maintain a CGPA of around 2.5 on a 4.0 scale. You apply online on the HEC scholarship portal using your CNIC (or B-Form if under 18) and submit the completed form to your university’s financial aid office rather than to HEC directly.
