Romanian Government Scholarship 2027/28

The Romanian Government Scholarship, run by Romania’s Ministry of Foreign Affairs, funds international students from non-EU countries for full degrees at Romanian state universities: bachelor’s, master’s, and PhD.

The award covers tuition, dormitory accommodation, and a monthly allowance (higher for each level of study). Most funded programs are taught in Romanian, with a free preparatory language year included; some master’s and PhD options exist in other languages.

Applications are submitted on the Study in Romania platform during an annual window that has typically run from December or January to March. Watch the official platform for the 2027/28 cycle dates.

• Citizen of a non-EU country (EU citizens are not eligible for this scheme)
• Good academic record meeting the scheme's minimum averages
• Not a Romanian citizen and not already a beneficiary of another Romanian state scholarship
• Study in Romanian (preparatory year provided) unless choosing an available program in another language
